Enviro-Tech Diving, Inc. (ETD) is a veteran-founded, commercial diving company based in Seattle, WA., that serves the Pacific Northwest. ETD has provided high-quality, results-driven marine services for over three decades. Our clients range from private industrial companies to state and federal agencies that rely on our experience, innovation, and unmatched safety record.
At Enviro-Tech Diving, safety is our top priority. We hold one of the best safety records in the industry and approach every project with thorough planning and experienced oversight. We’re committed to providing clients with solutions that are both smart and scalable.
We specialize in a comprehensive suite of underwater services designed for complex and remote marine environments. Our team operates across all conditions—from harbors and docks to seafloors and pipelines—providing:
Tim Jewell is a veteran-trained commercial diver whose career was forged in demanding maritime environments. After leaving the service, he spent 16 years in Alaska’s commercial fishing industry, where his diving skills were regularly relied on for ship husbandry and support to vessels in distress. During that time, he advanced to ships’ master and operated a wide range of vessels—from approximately 90’ to 280’—including catchers, catcher-processors, and large processors.
Working offshore showed him, firsthand, how badly the industry needed reliable, professional diving support to keep operations moving and meet regulatory requirements.
In 1990, he founded Enviro-Tech Diving, and the company was incorporated in 1991. From the start, Tim built the business around practical execution: experienced teams, disciplined planning, and diver-verified results that clients can stand behind.
His leadership reflects an old-school standard—do it right, do it safe, and don’t cut corners when the water gets cold and the stakes get high. Today, Tim continues to guide Enviro-Tech Diving with the same mindset that earned trust at sea: competence, accountability, and performance when it matters most.
Becky Wickman began her career in accounting and payroll in 1995, building a strong foundation in financial operations and compliance. Her experience spans both private industry and public accounting, giving her a practical, well-rounded perspective.
She completed accounting coursework through City University and the University of Washington. In 2014, Becky began working with Enviro-Tech Diving through a CPA firm as a dedicated bookkeeper.
Her steady, detail-driven approach quickly made her a trusted part of the team’s day-to-day financial function. In 2021, she officially joined Enviro-Tech Diving as the Accounting and Office Manager. In this role, she oversees core accounting processes, payroll coordination, and office administration to keep operations running smoothly.
Becky is known for being organized, reliable, and calm under pressure—especially when deadlines are tight and the stakes are high. In 2024, she stepped into the role of Corporate Secretary, adding corporate governance and formal recordkeeping responsibilities to her scope. With three decades of accounting experience and deep knowledge of Enviro-Tech Diving’s internal systems, Becky helps ensure the company stays efficient, accurate, and ready for growth.
Caleb Lee brings over a decade of disciplined operational and technical experience to marine and environmental projects. He served six years in the United States Marine Corps, where he developed a strong foundation in leadership, operational planning, and execution in demanding environments.
Following the completion of his military service, Mr. Lee attended Divers Institute of Technology, where he received formal training in commercial diving operations. He joined Enviro-Tech Diving, Inc. in early 2017. Within his first three months, he was transitioned into the company’s environmental division due to his technical aptitude and reliability.
Mr. Lee quickly became well versed in environmental surveys and scientific diving, as well as underwater construction and pipeline work. In 2019, he was promoted to Environmental Manager, where he led the integration of new technologies into survey operations. These efforts included the implementation of the latest inspection-class ROVs and survey-grade RTK aerial drone systems to safely and accurately collect data in mudflats and other hazardous or inaccessible areas.
In 2021, Mr. Lee earned his ADCI Surface-Supplied Diving Supervisor certification. In his current role, he manages Enviro-Tech Diving, Inc.’s environmental operations, overseeing project logistics, scheduling, field execution, and QA/QC of data and final deliverables. His leadership and technical expertise have made him an integral member of the Enviro-Tech Diving, Inc. team, consistently supporting safe, efficient, and high-quality project outcomes.
He currently serves as Senior Estimator and Business Development at Enviro-Tech Diving, where he scopes work from plans/specs, builds pricing and schedules, runs risk and safety reviews, and hands projects off cleanly to operations.
Across prior leadership roles, he has owned estimating and business development while also supporting contract reviews, submittals, billing/invoicing guidance, and profit/loss oversight on high-volume books of work—often on the order of ~200+ projects per year.
He has priced and managed work ranging from small service calls to major marine scopes with contract values reaching into the eight figures (up to roughly $27M).
His management background includes running employees and overseeing “all phases” of marine construction and commercial diving operations, with a strong bias toward scope clarity, cost control, and clean documentation.
Before moving fully into executive and estimating leadership, Michael built his foundation in the water as a diver and diving supervisor, with additional experience as a pilebuck, hazmat supervisor, and ROV pilot across construction, inspection, contaminated, hot-water, and potable-water scopes.
He has also led bridge inspection efforts with report writing and drafting responsibilities—experience that shows up today in how he approaches quality, defensible pricing, and field-executable planning.
Michael brings a safety-first, compliance-minded approach backed by credentials that include Certified Bridge Inspector (NBIS/FHWA), underwater bridge inspection training, HAZWOPER, USACE Construction Quality Management, NDT Level II (MT/UT/PT), OSHA 10/30, and emergency medical training.
He’s known for practical leadership, tight scope control, and the ability to translate messy real-world marine conditions into clear budgets, schedules, and work plans crews can execute without drama
